Summary: Cartoon shows the German Crown Prince William on crutches with a bandaged leg reproaching his father, Kaiser William II. In 1917, during World War I, the German government decided to resume unrestricted submarine warfare despite the risk that this would cause the United States to intervene on the side of the Allies. The German High Command believed the war would be over before the Americans could raise an army large enough to affect the outcome of the war. Actually by the end of the war, American manpower more than equaled that of the French and British combined.
