Starkweather, representing the Investment Bankers Association, today urged the Senate Banking and Currency Committee to make far-reaching changes in the Maloney Bill for Regulation of Over-the-Counter Security Dealings. Chairman of a special IBA Committee that considered the bill, Starkweather suggested that only 'willful violations' of the regulations should be subject to punishment, 3/7/38
