The escalating tension in Europe led to President Theodore Roosevelt strongly advocating arms reduction. In 1904, further encouraging the idea, he proposed a second Hague Peace Conference. His proposal was accepted by other world leaders but the actual Conference did not take place until 1907 due to the ongoing Russo-Japanese War.
