Victoriano Huerta assumed the presidency of Mexico after participating in a revolt to overthrow President Francisco Madero in February of 1913. In an attempt to assert total sovereignty over his country, he dissolved the legislature and violently suppressed all opponents. Under attack by revolutionaries and pressured by U.S. President Woodrow Wilson to step down from office, he eventually resigned and fled to Spain. Powers' cartoon comments on the coercive tactics employed by Huerta in order to maintain support for his regime.
