On January 29, 1916, Rochester Republican boss George W. Aldridge was named head of Governor Charles Seymours Whitman's 'Kitchen Cabinet.' By the end of the next month, Whitman had given Aldridge power over all state judgeships and the election commission for Monroe County (of which Rochester is a part). Clubb's cartoon appeared shortly after both of these responsibilities were delegated to Aldridge.
