Summary: A series of five comical vignettes about spring weather in Rochester, New York. In one, a merchant, reminded of last year's flood, removes his stocked merchandise from the storage basement, above the high water mark on his cellar wall. A man, seen from the rear, wearing rain gear and carrying an umbrella, stands before a large sign predicting the possibility that there will be no flooding, and doubts it. In the center of the image, a Rochester Railway Co. street car splashes a man labeled 'Father Rochester,' with dirty water and mud. The driver smiles at the man's misfortune. In the vignette on the lower left, a man in rain gear, standing in a puddle of water, reads about the history of Rochester's flood preparations as tiny spiderlike creatures tagged 'Germ,' cling to his clothes. On the lower right two men, both with tags on their backs announcing that their homes are for sale, discuss their 'water proof' cellars.
