The drawing was done by Tenniel while on holiday at the English resort town of Bognor, in the summer of 1872. According to Mr. R. Iden of the Bognor Regis Local History Society, the town has never had an official governor, therefore, the title Tenniel assigns, probably does not refer to any political office, but instead may be used as a way of referring to a local dignitary. Mr. Iden also identified the background of the sketch as the reef of Bognor Rocks, which is half a mile out to sea and exposed at low tide.
