Tenniel uses the jousting match as a metaphor for the British general election of 1900 in which Conservative Prime Minister Lord Salisbury was the incumbent candidate. Liberal Unionist, Joseph Chamberlain, supported and participated in Salisbury's government. Chamberlain's remark refers to the disunity of the Liberal Party at the turn of the century, which resulted from the lack of a coherent principle or approach that encompassed its various interests and aims, and from disagreement within its ranks over Irish nationalism.
