Summary: Cartoon shows Uncle Sam, about to soak his feet in a tub labeled 'Home Waters,' surprised to see a mailed hand rising from the water holding a piece of paper reading 'Wie gehts?' (or How are you?). May refer to the startling arrival of a German submarine in Newport, Rhode Island, on October 7, 1916 to deliver mail to the German Embassy. Several ships were sunk off the New England coast the next day.
