Summary: Editorial cartoon shows Sir William Harcourt as Touchstone, the witty court jester in Shakespeare's As You Like It, pulling along a downtrodden young woman wearing a hat labeled 'Majority,' and carrying a purse labeled 'Votes.' The play concludes with the marriages of all the major characters including Touchstone who weds Audrey, a country wench whom he describes as 'a poor virgin, sir, an ill-favored thing, sir, but mine own.' In July 1894, Harcourt, Chancellor of the Exchequer, got his budget bill through the House of Commons, imposing death duties for the first time.
