Fletcher, General Counsel for the Association of American Railroads, asserted that railroads should spend approximately $3,000,000,000 during the next five or six years for plant and equipment rehabilitation. He urged that business and industry be given the benefit of incentive taxation in a drive to meet obsolescence, 12/12/38
