Title: Haitian citizens slaughtered, Undersecretary of State told. Washington, D.C., Nov. 9. One thousand of its nationals have been slaughtered on the Dominican Republican side of the border since early October, Georges N. Leger, Haitian Foreign Minister, told acting Secretary of State Sumner Welles at a conference in the State Department today. Leger was to be a guest of President Roosevelt at tea later today.
