Summary: Cartoon shows Benjamin Franklin standing, center, holding a copy of the 'Plan' which calls for draining of the 'British Ocean' to facilitate an invasion by French troops; in his other hand are strings connected to the noses of four members of the cabinet, the king, and a clerical figure; while they comment on the 'Plan' and their respective roles, Franklin, controlling the strings, laughs.
