Following World War I, France, facing its own greatly weakened economy, was determined to obtain reparations from the German government. After repeated failures by Germany to meet her obligations as set forth in the Treaty of Versailles, the French, accompanied by the Belgians, occupied the Ruhr Valley, the territory in which four-fifths of Germany's remaining coal and iron resources were deposited in January of 1923. The confrontation was viewed by the British government as a threat to the strength and security of Europe.
