Maxwell, Chief Accountant in the office of the Commissioner of Accounts & Deposits and acting Chief, Division of Bookkeeping & Warrants. In the capacity of the latter office, he has charge of the Treasury's 'Conscience Fund.' Contributors, almost always anonymous, have forwarded sums ranging from [$0.02] to $30,000 since the fund started in 1811. Only last week he received an anonymous contribution of $1,000. He is shown opening a crudely addressed envelope containing $2.00. Frequently the letters are addressed to President Roosevelt, 4-14-39
