Hamilton Fish, appearing at the hearing on neutrality legislation today declared 'No legislation will keep us out of war, but we can write legislation that can have a tendency to keep us out of it' he said he felt that behind all the neutrality laws was the desire of the administration to determine the aggressor nation. Rep. Sol Bloom, chairman of the Committee, is seated.
