The formidable growth of the German navy under Kaiser Wilhelm II and the alliances formed by Germany with both Austria-Hungary and Italy, threatened Britain's supremacy on the seas. Britain, in order to preserve a balance of power, entered into the Anglo-French Entente of 1904 and the entente with Russia in 1907.
