Sitting on the left of the seesaw are 'Montenegro, Russia, Roumania [sic], [and] Bulgaria', and sitting on the right are 'Herzegovina', an unidentified figure holding a rifle and wearing a turban, 'Servia [sic], [and] Austria', who are holding onto another unidentified figure, possibly Greece.
