Summary: Twelve members of Britain's governing body, dressed as sailors, dance on the deck of a ship. The sailors include: Sir Arthur James Balfour, Joseph Chamberlain, Sir Henry Campbell-Bannerman, and a young Winston Churchill.
Notes:
In a commentary below the image in the publication, Campbell-Bannerman expounds on the naval theme and parliament's volatile nature by comparing a session in the House of Commons to the sea. He states, 'I'm thinking of a quiet pond-like ocean, looking as if it wouldn't wreck a cockle-shell. Suddenly over its placid surface sweeps a gale, and before the day is spent your ship, maybe an Atlantic liner, is tossed about like a cork. Equally common is the day breaking in a storm and ending in sunshine and calm.'
