Summary: Monroe County (New York) congressman Thomas B. Dunn, is pictured sitting on the fence of 'Indecision,' with documents marked 'Legal Opinions,' 'Petition from Shipping Trust,' and 'Opinion of Eminent Lobbyist,' scattered at his feet. Behind him, a man representing the '38th District' (Dunn's district), standing up to his knees in snow, encourages him to go through a door labeled 'Repeal of Panama Tolls Exemption.' A pair of rubbers marked 'Congressman Danforth,' are placed on the steps leading up to the doorway suggesting that Congressman Henry G. Danforth has already entered the door.

On March 17, The Rochester Herald published an editorial urging the undecided Dunn to vote for the repeal of the Panama Tolls Exemption bill. The paper quoted Dunn as saying that he was not yet convinced that the law was not working and that it needed to be repealed. As the law stood, any American-owned ship could pass through the Canal free of charge, but all other nations had to pay. The newspaper felt that it was not a question of whether it worked, but a question of fairness and national honor. Clubb also implies that special interest groups were influencing Dunn's decision.
