Summary: A large figure of a man, dressed in Asian garb, is labeled 'China.' He holds an umbrella and a document marked, 'My Rights.' Beside him on the ground, is an open book entitled, 'My Guide--American Ideas.' A page in the book begins in Chinese script and ends with the words, 'Trained Citizenry. Wilson.' Behind 'China' stands a male figure in military uniform representing Japan. He holds a folded paper labeled, 'Demands.'

On December 8, 1914, in his annual address to Congress, President Woodrow Wilson made an effort to assure his critics and the nation that the U.S. was indeed prepared if war became imminent. He stated that, 'We must depend in every time of national peril,...not upon a standing army, but upon a citizenry trained and accustomed to arms.' Bradley's cartoon comments on the questionable efficacy of such a program when practically applied. It also touches upon the notorious 'Twenty-One Demands' which Japan tried to impose on China in early 1915. An obvious attempt by the Japanese to extend their influence, had the demands been met, China would have virtually become a satellite of Japan.
