Title: New Chairman of Interstate Commerce Commission. Washington, D.C., Dec. 29. Carroll Miller assumed the chairmanship of the Interstate Commerce Commission today. He succeeds Charles D. Mahaffie as presiding officer. The order of succession which moves Miller into the chairmanship was adopted Janurary 13, 1911. Mr Miller was appointed a member of the commission by President Roosevelt in 1933. The new chairman was born in Richmond, Va., but now makes his home in Pennsylvania
