Title: Administration agrees to allow RFC to guarantee loans to small business. Washington, D.C., July 19. Following a conference at the White House today with the above, left to right: Senator James M. Mead, New York; Senator Robert F. Wagner, New York; Jesse Jones, Federal Loan Administrator; Emil Schram, RFC Chairman. President Roosevelt announced a revised measure was agreed upon to utilize resources of the Reconstruction Finance Corporation to gaurantee loans to small business. Senator Mead, sponser of a pending Senate bill to provide direct insurance for private loans to business, said the new plan would be attached to President Roosevelt's $3,460,000,000 lending, 7/19/39
