Summary: Illustration shows Uncle Sam leaning against the rail of a bar in a drinking establishment, a glass in one hand and a cigar in the other, he is looking a little disheveled, a cloth hanging from a pocket is labeled 'Deficit', there is a bottle labeled 'High Protection' at his right elbow, on the bar. The bartender, labeled 'Congress', who looks a bit like Nelson W. Aldrich and also the devil with his hair curled up like horns, is offering some friendly advice.
