Graetz's cartoon is a parody on the Jonathan Swift classic, Gulliver's Travels. The English Channel Project, first conceived by Napolean, actually commenced in the early 1880s when 200 yards of tunnel were bored near Folkestone in England. Intended to connect England and France under the stormy channel, the project ceased when the press aroused furor over the threat to England's security. Graetz's cartoon indicates what could happen to England's prowess if the French army were permitted unimpeded access to its shores.
