Shortly after his triumphant return from the Boer Wars in South Africa in 1902, Lord Horatio Herbert Kitchener was appointed British army commander in India. During his seven years in India, Kitchener sought and implemented many changes in the military administration of the country. Partridge's cartoon was published on the occasion of Kitchener's appointment.
