Summary: The members of the 'Down & Out Club,' gather in a room where an entry chute hangs from the center of the ceiling. Deposed Mexican dictator Victoriano Huerta who announces, 'I'm here because I'm here!' falling from the chute. At the back of the room to the left, ex-New York Governor and unsuccessful candidate for reelection, Silas Wright, comes to the door asking for impeached New York Governor William Sulzer, whose picture is posted on the left-hand wall with the caption, 'Bill Is Up for Membership.' To the right, a group of Tammanyites congregate below a poster of Dr. Frederick A. Cook, physician who sparked heated controversy by claiming to have reached the North Pole before explorer Robert E. Peary. The poster reads, 'Let Us Have Peace.' The Tammany group below the poster includes ex-Senator George W. Plunkitt, ex-Sheriff Tom Foley, Tammany Hall treasurer Philip Donahue, Brooklyn political leader John H. McCooey, unsuccessful 1913 candidate for Mayor, Edward E. McCall, and corrupt Tammany leader, Charles F. Murphy. Plunkitt says, 'I move we make the Chief President of the club before this guy Huerta gets in his hooks.' Meanwhile, Murphy, who played a major role in Sulzer's impeachment claims, 'I put Sulzer up for membership.' Located up front, at the lower right corner, is Sultan Mehmed V, the ruler of Turkey who by 1913, had lost most of his European territory. Playing a string instrument and looking up toward Huerta, the Sultan asks, 'Is that McCooeys candidate for Mayor?' At the front center, 'Big Bill' Edwards, New York City Commissioner of Street Cleaning, rests on a mattress. At the front left, corrupt Venezuelan dictator Cipriano Castro speaks with an unidentified man who says, 'Pardon me, I'm in for life.' Castro replies, 'Tis the act of perfect gentlemen.' On the left side of the room, Sheriff Julius Harburger is seated at a table with a drink. Tammany man from Brooklyn, Herman A. Metz who observes, 'As I live tis Huerta the new member from Mexico,' stands on the other side of the table. The defeated Progressive Party 'Bull Moose,' stands behind the table commenting, 'If anyone calls for me I'm out on the D&O. grass plot.'
