Summary: Print shows a man, holding a large club labeled 'Procrastination' over his head, saying 'I hate delay'; he is about to strike Father Time who cries 'Murder, Murder.' Father Time's hourglass and scythe are already broken, as two members of the House of Lords come to his defense. On the left is written: 'Question.. What has passed in the House? Answer.. Above three months.' A pun on killing time with procrastination.
