Summary: Cartoon shows a two-headed Austria-Hungarian eagle crowding a smaller American eagle (dressed as Uncle Sam) off a perch. A German imperial eagle on the other end of the perch watches arrogantly. The United States viewed unrestricted German submarine warfare during World War I as a violation of American rights to freedom of the seas. This cartoon may refer to the sinking of the Italian liner Ancona in November 1915 by a submarine flying the Austrian flag. The United States viewed this as evidence that Austria-Hungary was joining her ally, Germany, in restricting American rights.
