Summary: Edouard Herriot, the Premier, speaking from the tribune in the Chamber of Deputies of France, a day or two before he was forced to resign the reins of government. Just above him, with formal dress on, is Paul Painleve, at the time President of the Chamber, now Premier. In the front row of the semi-circle are the members of the Herriot cabinet. The one standing is M. de Monzie, the Finance Minister, but now succeeded in that post by Caillaux, who had risen to intervene during Herriot's address.
