In early March of 1916, the city of Rochester revoked the license of the Genesee Theater just as the controversial film 'Damaged Goods' was about to be shown. The city claimed that the building had failed to pass inspection and was judged unsafe. The theater management claimed that they were shut down because Mayor Hiram Edgerton felt that 'Damaged Goods' was an immoral film. The case was brought to court on May 8, 1916, and on May 9th the Rochester Herald printed an article on the court hearing entitled, 'Hi Is Noblest Mayor of Them All....' In the courtroom, while giving his closing statement on behalf of the city, Assistant Corporation Counsel Benjamin B. Cunningham, said that the Mayor had acted properly, and that 'Mayor Edgerton is the greatest and noblest Mayor that this city has ever had.' The courtroom erupted in laughter because it was common knowledge that Cunningham wanted desperately to be named the new Corporation Counsel, an appointment decided on by the mayor.
