Arthur Capper,Royal Copeland,Senate subway car,debate,seat,Washington DC,1937

Title: Fitness of Senator Black is topic? Washington, D.C., Aug. 17. No doubt but the gist of this conversation was the fitness of Senator Hugo L. Black to be a Supreme Court Justice. Senator Arthur Capper (left) Republican of Kansas, and Senator Royal Copeland, Democrat of New York who is bitterly opposing the nomination of the Alabama Senator, pictured in a huddle as they ride the Senate subway today enroute to the Senate chamber for the debate of the fitness of Black. Copeland raised the Ku Klux Klan issue on the floor when he declared that he felt 'outraged by this proposal to put a Klan sympathizer on the Supreme Court' 8/17/37
