Caption from caption list: A special Committee of the House, headed by Congressman George H. Tinckham [i.e. Tinkham] of Mass. and accompanied by District Commissioners today made a tour of the alleys and slums of the National Capitol with a view of urging Congressional action to do away with these sections. Photo shows the Committee in Navy Place S.E. In the center of the picture is Mr. Tinkham, Rev. J. Milton Waldron, Pres. The Alley Improvement Assn. and Commissioner Kutz.
