Summary: A large man in a checkered suit representing big business brings New York Mayor William J. Gaynor, dressed as a young boy, to a 'Legislative Department Store.' They stand before the 'Legislative Bargain Counter,' where Gaynor points to a huge gavel labeled 'Veto Power Over All Franchises,' hanging on the wall, the object of his desire. The clerk behind the counter, former judge and legislator James A. Foley, stands before a patchwork roll of paper labeled 'The New Charter.' Guarding the store in the background is 'Floor Walker,' New York State Governor John A. Dix.
