Summary: A caricature of Lodge as a hedgehog with swords and bayonets labeled 'U.S.' replacing some of his bristles. He stands on a document inscribed, 'A 'Force' Bill, to Keep a Party In.'
Notes:
Nast plays on the word hedgehog, by using its secondary meaning of a defense obstacle, which is exactly what Lodge's 'Force Bill' was meant to be. In a sequel to this cartoon, the hedgehog is impaled.

In June of 1890, Republican congressman from Massachusetts, Henry Cabot Lodge, introduced a bill into the House of Representatives which would provide supervision of federal elections by the government, with the motive of protecting African American voting rights in the south. Since Reconstruction and the passage of such voting rights legislation as the Fifteenth Amendment in 1870, many Southern states had instituted local laws that in effect, denied blacks suffrage despite constitutional guarantees. The critics of Lodge's 'Force Bill,' saw it as a way for Republicans to retain a majority in the House in the upcoming November elections, since most African Americans would vote Republican. The bill passed the House, but not the Senate.
