Summary: Charles Murphy, an obese man in Roman attire, leans on the arm of a bench, carved to resemble a tiger, on which he is seated. He looks over to a thin Governor Sulzer, also dressed in Roman garb, who stands with his back to Murphy, looking over his shoulder. He steps on several pieces of paper, one labeled 'check.'

William A. Sulzer became Governor of New York on January 1, 1913. His governorship ended in scandal on October 18 of that same year, when he was impeached from office for illegal use of campaign funds. Sulzer's trial and impeachment were considered a direct result of his defiance of Tammany Hall boss Charles F. Murphy, over the issue of direct primaries.
